Ireland’s Credit Rating Downgraded By Moody’s

Credit agency Moody’s has downgraded Ireland’s government bond ratings to Aa2, blaming banking liabilities, weak growth prospects and a substantial increase in the debt to GDP ratio.

However, Moody’s lead analyst for Ireland Dietmar Hornung said it was a “gradual, significant deterioration, but not a sudden, dramatic shift”, and the agency believed Ireland has “turned the corner”.

The general government debt-to-GDP ratio was at 64 per cent at the end of last year, up from 25 per cent before the financial crisis took hold, and is continuing to rise.

“Today’s downgrade is primarily driven by the Irish government’s gradual but significant loss of financial strength, as reflected by its deteriorating debt affordability,” said Mr Hornung.

The support provided to the banking system, which includes the transfer of billions of euro worth of loans from banks to the National Asset Management Agency, was also cited as a key factor in the rating downgrade. Recapitalisation measures already announced may reach €25 billion, the agency said, but Anglo Irish Bank may require further support.

Floating Wind Turbines Promise Clean Power

Strong sea breezes offer one of the best options for generating electricity from the wind. And here’s the bonus: since humans like to cluster on the coast, offshore wind tends to reach places that need more electricity.

But building a massive turbine and anchoring it firmly to the seafloor is expensive. So wind power is restricted to shallow seas. Hence, the   scarcity of offshore wind turbines around the world—and its complete absence so far from U.S. waters.

Naval architects writing in the Journal of Renewable and Sustainable Energy aim to change that. After testing options in a wave tank, they found that floating platforms can support turbines capable of generating five megawatts of power. This is no mean feat considering such turbines are 70 meters tall and have blades the size of a football field.

The architects current platform relies, in essence, on three floating legs—much like a deepwater oil production platform.

But unlike an oil rig, when a wind turbine goes bad, it just adds wreckage to the seafloor, instead of fouling local waters with oil. Perhaps offshore wind is the safer use of coastal resources.

Scientists Find Most Massive Star Ever Discovered

Astronomers say they have discovered the most colossal star on record, in a region of space known as the Tarantula nebula in a neighbouring galaxy to our own.

The record-breaking star weighs 265 times as much as the sun and is millions of times brighter, they said.

The discovery has astonished scientists who thought it was impossible for stars to exceed more than 150 times the mass of the sun.

When the star was born it could have been more than twice as heavy.

Because it is so far away – about 165,000 light-years – it can only be seen with the use of powerful telescopes in the southern hemisphere. If the star, known as R136a1, took the place of the sun in our solar system, its gravitational attraction would pull our planet in so close that the length of an “Earth year” would shrink to three weeks.

“Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war.” (Eco News)

“[Weather modification] offers the war fighter a wide range of possible options to defeat or coerce an adversary… Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. World leaders are meeting in Copenhagen in December 2009 with a view to reaching an agreement on Global Warming. The debate on Climate Change focuses on the impacts of greenhouse gas emissions and measures to reduce manmade CO2 emissions under the Kyoto Protocol.

European Court Of Human Rights Rules Police Terror Stops Illegal

The European Court Of Human Rights has officially ruled police “stop and search” powers, under UK Terrorism laws, illegal for the second time, rejecting a government appeal.

Under Section 44 of the Terrorism Act 2000, police can stop and search anyone without reasonable suspicion.

The British High Court and the Court of Appeal have previously ruled that the powers are legitimate given the risk of terrorism in London.

However, the use of the powers by the police was ruled illegal by the European Court in January, a decision that paves the way for protesters, photographers and everyday citizens to fight back against such gross invasions of privacy.

The government attempted to challenge that decision, however, permission to do so has now been refused. The European Court also announced that any future appeals would not be accepted.

The court in Strasbourg referred to stop and search powers as not in “accordance with the law”, and a violation of article eight of The European Convention on Human Rights – the right to respect for private and family life.

Article eight states that “everyone has the right to respect for his private and family life”.

Wal-Mart To Put Radio Tags (RFID) On Clothes

Wal-Mart Stores Inc. plans to roll out sophisticated electronic ID tags to track individual pairs of jeans and underwear, the first step in a system that advocates say better controls inventory but some critics say raises privacy concerns.

Starting next month, the retailer will place removable “smart tags” on individual garments that can be read by a hand-held scanner. Wal-Mart workers will be able to quickly learn, for instance, which size of Wrangler jeans is missing, with the aim of ensuring shelves are optimally stocked and inventory tightly watched. If successful, the radio-frequency ID tags will be rolled out on other products at Wal-Mart’s more than 3,750 U.S. stores.

“This ability to wave the wand and have a sense of all the products that are on the floor or in the back room in seconds is something that we feel can really transform our business,” said Raul Vazquez, the executive in charge of Wal-Mart stores in the western U.S.

Before now, retailers including Wal-Mart have primarily used RFID tags, which store unique numerical identification codes that can be scanned from a distance, to track pallets of merchandise traveling through their supply chains.
