Professor Sir Ian Gilmore said making drugs such as heroin and cocaine legal would “drastically” cut crime and addicts’ health problems.

State-regulated use of drugs would also save money and avert the need to try to stop drug production in countries such as Afghanistan, he said.

Sir Ian has recently stepped down as president of the Royal College of Physicians, and in a valedictory message to colleagues, he called for laws to be “reconsidered with a view to decriminalising illicit drugs use”. He said: “This could drastically reduce crime and improve health.”

Sir Ian said he agreed with the argument put forward by Nicholas Green QC, the chairman of the Bar Council of England and Wales, who said last month that it was “rational” to consider “decriminalising personal drug use”.

Sir Ian also said he was persuaded by a recent article in the British Medical Journal, which argued that the prohibition of drugs had been “counterproductive”, made many public health problems worse, and stimulated organised crime and terrorism.

Every summer for the past nine years, water with lethally low concentrations of oxygen has appeared off the Oregon coast. The hypoxia may be a sign of things to come elsewhere, finds Virginia Gewin.

The dead fish were one of the first signs. In July 2002, scientists with the Oregon Department of Fish and Wildlife found unusual numbers of bottom-feeding sculpin lying lifeless on the ocean floor, which would normally be teeming with life. Crabs were also dying, and they washed up onto some beaches in large numbers.

Officials at the government agency asked Francis Chan, a biogeochemist at Oregon State University in Corvallis, for help in discovering the cause of the disturbance as quickly as possible. Chan was about to set off on a scheduled research cruise along the Oregon coast, so he grabbed all the extra equipment he could think of, including a brand-new oxygen sensor.

Ocean surface waters normally contain 5–8 millilitres of oxygen per litre of water, a number that declines rapidly with depth. But on his first day out, Chan found that at a depth of 50 metres the inner coastal waters off Oregon were hypoxic — oxygen levels there were lower than 1.43 millilitres per litre, so low that fish can’t survive1.

Many regions of the world have hypoxic coastal waters, usually caused by agricultural fertilizers leaking into the ocean. The excess nutrients fuel plankton blooms, which consume oxygen. But Chan knew that the hypoxia off the Oregon shoreline must have a different cause, because that part of the coast does not have enough farming to explain it. And when his colleague Jack Barth, an oceanographer from Oregon State University, found similarly low oxygen levels farther offshore, the researchers knew that something unprecedented was happening.

Catch Up: Hon. Marcus Mosiah Garvey Jr.

National Hero of Jamaica (17 August 1887 – 10 June 1940 ) was a publisher, journalist, entrepreneur, Black Nationalist, Pan-Africanist, and orator. Marcus Garvey was founder of the Universal Negro Improvement Association and African Communities League (UNIA-ACL). Prior to the twentieth century, leaders such as Prince Hall, Martin Delany, Edward Wilmot Blyden, and Henry Highland Garnet advocated the involvement of the African diaspora in African affairs. Garvey was unique in advancing a Pan-African philosophy to inspire a global mass movement focusing on Africa known as Garveyism. Promoted by the UNIA as a movement of African Redemption, Garveyism would eventually inspire others, ranging from the Nation of Islam, to the Rastafari movement (which proclaims Garvey as a prophet). The intention of the movement was for those of African ancestry to “redeem” Africa and for the European colonial powers to leave it. His essential ideas about Africa were stated in an editorial in the Negro World titled “African Fundamentalism” where he wrote:

“Our union must know no clime, boundary, or nationality… let us hold together under all climes and in every country…”

Shortly after returning form a long tour of the Caribbean and Central America in July 1921, Marcus Garvey recorded two brief speeches on a 78 rpm record. The first speech, “Hon. Marcus Garvey on His Return to the U.S.A.,” comments on his problems obtaining a re-entry visa. The second, “Explanation of the Objects of the Universal Negro Improvement Association,” is an extract from a much longer UNIA membership appeal. Although Garvey was famous for his oratory, these speeches are the only known recordings of his voice

Dual Citizenship – The concept of dual nationality means that a person is a citizen of two countries at the same time. Each country has its own citizenship laws based on its own policy.Persons may have dual nationality by automatic operation of different laws rather than by choice. For example, a child born in a foreign country to U.S. citizen parents may be both a U.S. citizen and a citizen of the country of birth.

A U.S. citizen may acquire foreign citizenship by marriage, or a person naturalized as a U.S. citizen may not lose the citizenship of the country of birth.U.S. law does not mention dual nationality or require a person to choose one citizenship or another. Also, a person who is automatically granted another citizenship does not risk losing U.S. citizenship. However, a person who acquires a foreign citizenship by applying for it may lose U.S. citizenship. In order to lose U.S. citizenship, the law requires that the person must apply for the foreign citizenship voluntarily, by free choice, and with the intention to give up U.S. citizenship.

Intent can be shown by the person’s statements or conduct.The U.S. Government recognizes that dual nationality exists but does not encourage it as a matter of policy because of the problems it may cause. Claims of other countries on dual national U.S. citizens may conflict with U.S. law, and dual nationality may limit U.S. Government efforts to assist citizens abroad. The country where a dual national is located generally has a stronger claim to that person’s allegiance.

However, dual nationals owe allegiance to both the United States and the foreign country. They are required to obey the laws of both countries. Either country has the right to enforce its laws, particularly if the person later travels there.Most U.S. citizens, including dual nationals, must use a U.S. passport to enter and leave the United States. Dual nationals may also be required by the foreign country to use its passport to enter and leave that country. Use of the foreign passport does not endanger U.S. citizenship.Most countries permit a person to renounce or otherwise lose citizenship.

Information on losing foreign citizenship can be obtained from the foreign country’s embassy and consulates in the United States. Americans can renounce U.S. citizenship in the proper form at U.S. embassies and consulates abroad.

N.Korea Warns Of ‘Severest Punishment’ Over War Games

North Korea’s military threatened Sunday to launch the “severest punishment” against South Korea for staging massive joint war games with the United States this week.

The North’s army and people will “deal a merciless counterblow” to the allies “as it had already resolved and declared at home and abroad”, a spokesman for the country’s army General Staff said in a statement published by state media.

“The military counteraction of (North Korea) will be the severest punishment no one has ever met in the world,” he said.

The warning came a day before US and South Korean troops begin the 10-day computerised war games called “Ulchi Freedom Guardian (UFG)”.

About 30,000 US soldiers will take part in the exercise, a US military spokesman said, adding an unspecified number of American soldiers based in the United States would join in via computer networks.

Some 56,000 South Korean soldiers will be mobilised for the war games, a defence ministry spokesman said.

In a message posted on a US military website, General Walter Sharp, who heads some 28,500 US troops based in the South, described the exercise as “one of the largest joint staff directed theatre exercises in the world.”

A separate security drill involving South Korean government officials and soldiers will be held during the period, Yonhap news agency said.

Drug Hitmen Kidnap Mexican Mayor Near U.S. Border

Suspected drug hitmen have abducted the mayor of a tourist town near Mexico’s northern city of Monterrey in the latest surge in drug violence threatening to undermine industry and scare off investors.

Gunmen with automatic weapons burst into Mayor Edelmiro Cavazos’ home on Sunday in Santiago, a colonial-era town that is a popular weekend destination for residents of nearby Monterrey, police and officials said.

“He was led out of his house by armed men. He wasn’t beaten, he wasn’t hand-cuffed or tied up,” Alejandro Garza, attorney general of Nuevo Leon state, which includes Monterrey and Santiago, told a news conference.

Nuevo Leon Governor Rodrigo Medina said Cavazos was probably targeted for his efforts to clean up Santiago’s corrupt police force. The mayor’s family has not received any ransom demands.

The abduction follows a spike in violence over the weekend in northern Mexico, where rival gangs are battling for control of lucrative drug smuggling routes into the United States.

Mexican President Felipe Calderon has been defending his crackdown on drugs at home and abroad as the death toll in his 3-1/2-year campaign surpassed 28,000 people and cartels have ratcheted up attacks against police and public officials.

“What is happening in reality is that we are imposing order where there was none. So if you see dust, it is because we are cleaning the house,” Calderon wrote in an op-ed in the French newspaper Le Monde on Monday.

Yet there are few signs the cartels are ready to back down.

Over the weekend, drug gangs set up over 40 roadblocks in Monterrey, parking trucks, cars and even an ambulance across roads in a bid to derail army anti-drug operations.

Assailants also threw grenades at offices of Televisa, Mexico’s biggest broadcaster in Monterrey and in Tamaulipas state to the east. No major injuries were reported.

Since the beginning of the year, Monterrey and nearby towns like Santiago have been sucked into a bloody turf war between the Gulf cartel and a spinoff group called Zetas.

The surge in violence in Monterrey, Mexico’s most affluent city and home to some of the country’s biggest companies such as global cement maker Cemex, is a major worry as foreign companies question the safety of doing business there. [nN08113364]

Calderon continues to enjoy support for his drive among the majority of Mexicans and from the United States, which is pouring over $1 billion into helping Mexico fight drugs.

But Calderon has come in for widespread criticism for his government’s failure to end entrenched police corruption and overhaul Mexico’s deeply flawed justice system.

Pat Tillman’s Father To Army Investigator: ‘F— You… And Yours’

There always was a dark cinematic thread to the story of Pat Tillman: the football star imbued with post-9/11 patriotism who was killed in a friendly-fire incident in the Afghan mountains and the allegations of a massive bureaucratic cover-up involving the highest levels of the U.S. Army in the wake of the tragedy.

So it wasn’t terribly shocking when word broke this past winter that “The Tillman Story,” a documentary film, was being purchased by the powerhouse Weinstein Company. The story, even without a director applying his artistic license to the script, obviously had many elements of a political thriller.

As the release date approaches — the film will premiere in Los Angeles and New York on August 20 — those elements are becoming a bit clearer and more intriguing. The Weinstein Company sent the Huffington Post two previously unseen letters written by Tillman’s father at the peak of frustration with the army’s investigation into his son’s death. The notes, penned to Brigadier General Gary M. Jones (the man spearheading the investigation) as well as the Senate Armed Services Committee (which oversaw Jones’s work), paint a picture of a man increasingly convinced that a massive conspiracy was emerging around the death of his son.
